Drill Press Motor Just Hums

The pulley looks like its aluminum or some soft metal. It has worked very well for over a year. It was a couple years old when given to me just this past week when i switch it on it just hums and it wont start turning unless i spin the chuck to start it.

I was given a small made in china drill press.

Drill press motor just hums. I turned on my drill press this morning and heard a humming sound but the motor shaft did not turn. I am a bit ignorant on electric motors so any help would be. The motor wont start revolving but seems well lubricated. Rockwell a drill a press humming but not running.
